I'd say the placement of the 666 sticker is also intentional. Stickers on clothing generally represent size and/or branding. Obviously, the neighbor's shoe size isn't 666 so it's safe to assume it's referring to branding/ownership.So, if we assume the sticker means 'the devil owns this' and realize the placement of the sticker is on the bottom of his shoe, we can translate this visual message into saying 'The devil owns this sole.' I have watched through a play through of all of the alphas up to 3 and I have some theories of my own for like a back story towards the neighbor. One of my first theories is that he killed/someone murdered his wife and child and he is now living with the grief, I say this from the obsessive amounts of mannequins and stuffed animals, he also has a nursery in each alpha except the second one of which I know. My second theory is that his wife and child died in some kind of accident, this theory is also for the same reason as the previous one and also because of how he is seen crying in the 3rd alpha behind the door.

My final one is that he stole the house from 'you' and is using it as his dungon or some type of fucked up house because he is insane from an accident/incident of some sort. He also could've been evicted from the house and attempted to steal it back.
